Councillor Corinne Scott delivered a report on several meetings at the Regular Meeting of Council for September 3rd.
The first meeting was the Northwest Regional Hospital Board of August 9th which was attended by Councillor Mary Murphy. Scott explained a motion was made for the three Regional Districts as well as the Nisga’a Nation to get together to develop a regional grow strategy. She proposed a motion to invite the Haisla as well.
Mayor Joanne Monaghan suggested including Klemtu as well. Scott replied Klemtu is a part of the Regional District, while Kitimat, Terrace and the Haisla are incorporated Municipalities. Monaghan disagreed but Councillor Mario Feldhoff suggested this goes forward as a notice of motion.
The next part of Scott’s report was about MK Bay Marina. Councillor Mary Murphy and Councillor Mario Feldhoff declared conflict. She reported the District of Kitimat is on the Function Committee. She explained who makes up the function committee and they have been working on getting an operation and service review done of MK Bay Marina. Scott will bring a report to Council at the end of October.
Scott added there is a temporary manager for the Marina on the next 6 months.
The third item from the Regional District is an Aboriginal Benefit Impact Agreement Conference in Vancouver on October 9th and 10th and the agenda will talk about Aboriginal Title, Preliminary Agreements, Consultation Agreements, Service Agreements, Developing a Framework for Negotiations and Key Principals.
Scott told Council Chief Councillor Ellis Ross will be one of the speakers in regards to the training and employment opportunities the Haisla are experiencing at the moment. She suggested it would be beneficial to have District of Kitimat Administration or a Council Member attend.

Regional district minutes are available on their website. rdks.bc.ca, click on online document library. the minutes are posted to june 2013. I am requesting they update the minutes monthly, as it states the minutes have not been ratified.
As alternate representing the District of Kitimat, I attended the regional district meetings/ northwest regional hospital board meeting February, may, june, and august. Any clarifications please feel free to email me.

I believe the Nisgaa were included along with the RDs of Bulkley Nechako, Skeena Queen Charlotte and Kitimat Stikine because this came from a health perspective and the Nisgaa have their own health authority while the rest of the NW comes under Northern Health.
