Prevent the Breakin's

Every year the school board spends thousands of dollars replacing windows broken by vandals. Have they considered putting roll down lockable shutters on school windows. This would one prevent the windows from being broken and two remove access into the school through the broken windonw to do more vandalism. I know the first thing they will say is where in is the money going to come from for this upgrade but where does the money come from to fix all the damage done by the vandals?
Make them pay

Vandals have to be make an example of. Catch them, charge them and sentance them to become part of a team that must repaint or repair damage, and not just the damage they caused. Be on team for 1 full year and called out to repair any damage caused by vandals. The team will continue to grow as other vandals are caught, and before you know it Vandalizm will stop once all the vandals on are repair team.
